What resizing a PDF means here
Each page is rendered and scaled to the width and height you choose, proportionally by default, then placed back in a PDF with the same page size and order. Fewer pixels mean a lighter file; the printed size of the page does not change.
Good to know
Pages are stored as images, so text can no longer be selected or searched. For a smaller file with automatic settings, try Compress PDF instead.
Page width in pixels for an A4 page
Pages are read at 150 DPI, so that is the maximum. Lower values give lighter PDFs:

Common problems and how to fix them
Small text is hard to read
The width is too low. Use at least 992 px for A4 (120 DPI) when the document has small print.
The file did not get lighter
Values above about 1240 px for A4 keep the 150 DPI size. Enter a smaller width, or use Compress PDF.
I need the text to stay selectable
Resized pages are images. Keep the original PDF when text must be copied or searched.
